Slowmotion playback

Can anyone point me in the direction of a Video Editor that will allow me to produce a slow motion video, I have put together a video in DVD (Video_TS) format of lots of car stunts, some of them, are fast moving,so id like to SLOW some of these down so they play in slow motion in the final edit/production.

I also have all the single stunts in a big folder in MP4 format so an editor that does any of these file types would be great.

I hope this makes sense, and any help would be fantastic.

Pretty much every NLE I've used has this function, some better than others. You can also use plugins like Twixtor or MotionPerfect. You can use Stand-Alone tools like SlowMo Video or Avisynth with mvtools or MSU plugins.
