  1. I am encoding videos for my daughter's droid and am encoding with h.264 level 5.2 with handbrake which outputs gorgeous video even at low bit-rates however I haven't been able to find software to cut it up, they are all geared toward L4.0.

  2. Try a smart renderer like TMPGenc MPEG Smart Renderer 4. Not free, but no loss in quality except where needed around trims.

    TMSR4 only goes up to L5.1

    Seems odd to be specifying Level 5.2 then drop down to a low bitrate. But some people just like the distilled look of low bitrate encoding. It's the fashion these days.

    AFAIC, L5.2 seems like overkill. Are you doing 8- or 10-bit encoding? And what's the resolution of your encoded videos?
