    after effects, but can be done in any NLE. After Effects + mocha (motion tracking/ rotoscoping software) will be a lot faster and are more suitable

    You rotoscope the faces from other sources (isolate them), and stick them on the background video (eg. star wars), usually with motion tracking (but it can be done by hand manually with keyframes)
