It varies from movie to movie, but judicious script re-writes and replacing the Director are 2 good steps that will almost always increase the quality of a movie. Sometimes you have too much interference from the Producer and low-talent cast members (i.e. Sharon Stone, Julia Roberts), but script and Director are the first (and easier) things to change, because the producer holds the purse strings and low-talent "stars" are still big bank at the box office.
