My problems have been solved by PowerDirector 11. Fast and easy, and AVCHD smart-rendering that works. Huzzah.
An explanation, since I deleted my original post:
In the past, I've used Hauppauge products to capture video for DVD projects.
At the time, my needs were few and simple. I needed something that could perform cut edits and joins quickly while altering the source as little as possible. That something was Womble MPEG-VCR. Great for simple MPEG-2 work, and could perform simple fade-in/out transitions where needed. When additional compression was necessary, I turned to TMPGEnc Video Mastering Works.
More recently, I've made the switch to an HD video source, in the form of a Hauppauge HD PVR.
I feel this hardware can produce great results, in both CBR and VBR modes, and of course I'm fond of VBR for what it saves in space.
But, I was unable to find software that functioned the same way as what I used for MPEG-2.
VideoReDo or Fame-Ring could perform the cut editing, but not the fades.
TMPGEnc, AVS...these couldn't produce adequate rendering results, or failed to insert fades properly, or just plain didn't work.
Vegas (9.0c AND 12), Pinnacle Studio 16...these could provide the fades, but had no smart-rendering, and couldn't produce results of the same size and quality as the original source.
There were a couple others I'd tried, including the TotalMedia software that came with HD PVR, but I've since forgotten.
I was literally ready to give up, when I stumbled upon CyberLink PowerDirector 11.
I honestly hadn't expected much of it, given everything else I'd tried. But 'lo and behold, did it prove me wrong.
Within 5 minutes of installing, I'd had one of my source files thrown in (a 4 minute, roughly 420MB 13Mbit CBR file), added a simple 1.25 second fade-in to the beginning of the file, and PowerDirector spit out a 432MB file, ready to go. I tried it again with a 200MB 13mbit VBR file, and it gave my a 222MB output.
The fade-in on both files appeared to have rendered correctly, and each file took less than one minute to render, thanks to functional AVCHD smart-rendering.
Yes, this is what I'd been looking for.

I'm not deleting solved threads. Someone else might be looking for an avchd editor and cyberlink powerdirector might be a good solution for them too...or they will add another suggestion.

Fair enough, and a good point.
I'll edit my original post to at least better explain what I was looking for, so it makes more sense.
