letterbox to anamorphic

Can someone tell me the proper way to do this?

I need to crop and resize this image to anamorphic 16:9 and convert it to pal. Usually its crop 120 from the height and resize for ntsc and 144 for pal. The 704 width is confusing me.

Crop 60 off the top and 60 off the bottom, resize to 704x576. Assuming the video is encoded correctly in the first place (which may not be the case). But you won't notice a ~2 percent AR error.

Is there a way to do it without cropping into the picture? Thx for the response btw.

What do you mean? Without cropping at all? No. By cropping less into the active picture (the bottom black border is about 55 lines)? Yes, just crop less and live with the slight AR error. Or crop less, and add additional borders to the sides to compensate.
