    When I'm re-encode a video to 384kbps ... is it a VBR or a CBR?
    If it was a 384-CBR ... how can I having a 384-VBR?
    Please guide me

    Select a video/audio codec like MPEG4 AVC and then click on configure to adjust bitrate settings. If you want a variable video bitrate with a fixed average must you use 2-pass encoding mode.
