How do I remove hiss and greenish color from an Mpeg1?

:o I downloaded a vcd bin/cue, converted it using vcdgear and want to remove the constant hiss and rather greenish tone of the picture. Suggestions?

The greenish colour can be removed by using either
a. VirtualDub and the Hue/Saturation/Intensity Filter
b. TMPGEnc and the simple colour correction option (Advanced Tab)

I'm not sure about the hiss though
