Since most of the host site need to transcode the uploaded video to the FLV, is it correct uploading the FLV format directly can keep the best video quality for sharing online? If so, can you recommend an FLV making or converting tool? Thank you.

No, since they're going to reencode it again anyway there's no advantage to uploading it as an FLV. Upload it in the best quality in one of the formats they support. YouTube will be converting it to other formats besides FLV anyway. Here is a list of the formats YouTube accepts:
