I've been making VCD's for a while now, but I now want to make my own videos. I don't have a large budget. I was wondering what is the best video camera that is under $350?

I'll leave it to other to suggest specific cameras, since I'm biased toward my Sony DSC-P50 (and thus wouldn't give a truly objective opinion), but here's a site that does some really good reviews of digicams (if they have reviewed the camera, that is):
