I have a woman in my church who would like to acquire a divx certified DVD player but is on a bit of a budget. Can anyone recommend a quality player in the region of $50.00 to $75.00 that will play nearly anything she cares to throw at it? We are in the USA.

No DVD player will come anywhere close to playing "anything she cares to throw at it". None of them plays high definition Divx/Xvid, h.264 encoded video, MKV files, etc.
For standard definition Divx/Xvid compatibility the Philips DVP 5980 and 5990 were pretty good. They can play video off USB drives, can convert PAL to NTSC pretty well, and are easily made region free. But they're very hard to find now. The Philips 3560 is easier to find and is probably acceptable (I haven't used one personally). The Pioneer 420V was reputed to be good too. -

There is Divx....and it's free version Xvid. 99% of people who encode to "Divx" use Xvid instead so buying a "Divx Certified Player" will not guarantee playability AT ALL.
For playing DVDs from all over the world?....the Philips ones mentioned above will do just fine(after some adjustments). -
A few BluRay players like some LG models are reported to play a wide variety of formats, but they can't be made region free (should your friend care). If you need to play "anything" the best solution is really to get one of those small form factor media players like the Western Digital ones or similar players from other companies in addition to a DVD/BluRay player. If her definition of "nearly anything she throws at it" is actually pretty restrictive and really means only standard definition Divx/Xvid files that were encoded without some of the more esoteric options like GMC, then her choices would be a little better in that price range.
