Is there any software that you can use to play dvds with a regular cd rom drive?

No, the best you can do would be to Rip the dvd and convert it to (s)vcd and then you can play it with any cd-rom, assuming you have an MPEG2 player for SVCD. Of course, in order to rip a DVD, you have to have a DVD-ROM which I'm assuming you don't have.
