I just got a file of Ocean's 11 divx that is 730 mb , When I converted with
TMPGENC the Mpg was 4 gig !!! I've never had a file this big. How can I convert to something smaller , or Do you think I can burn this file with Nero to a vcd as it is ?

Since a truly VCD-compliant movie is a constant bit rate, that ~116 minute movie (Oceans 11) will take up ~1140MB, which will fit on 2 CDs with room to spare. You might have had TMPGEnc set for something besides actual VCD-compliant output; XVCD or SVCD maybe...
As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war." -
i thought the version floating around out there was already a standard compliant SVCD which mean no need to convert anything

Try using Cyberimage26's template. If u cant find it I'll email it to you. This should see you getting it onto 1 cd no sweat with no noticeable degradation.

Sod it... I've emailed it to you anyway. I'm sure he wont mind.... Just remeber to mux and remux (vcd non-std) in Tmpgenc before burning it with Nero
