As a general proposition, there are no problems with Netmeeting, video capture cards, and Windows 2000/XP. There may be problems wiith specific brand name video capture cards, Netmeeting, and Win2K/XP. So, your strategy is to research the brand of video capture card that you're interested in before buying.

I have an Hauppauge WinTV PCI video caputer card that I run in a dual boot Windows 98SE and Windows XP Pro box. Until recently, the Hauppauge's WinTV drivers for Windows XP were flaky. The are OK now. The drivers for Win98 were always pretty good.

In my opinion, Microsoft's Netmeeting 3.01 is one of the finest pieces of software ever made. It works very well on both Win98 and WinXP. I have no experience with Win2K. Incidentally, the version of Windows Messenger that comes with WinXP incorporates most of Netmeeting's functionalities.

I have a mini-web camera hooked to my WinTV card. I've also used a analog camcorder with the WinTV card. Both work very well with Netmeeting under Win98 and WinXP. The video is excellent.

I would suggest that, if the capure card brand has stable drivers for Win2K and WinXP, you should have no problems.

If you want to do the low risk route, go to the Windows XP hardware compatibility web page and check out which video capture cards are Windows XP. Start here:

Note, well: I do not believe that you can do Nettmeeting video conferencing with a digital video camera as a source, say through a 1394 Firewire port. I'v heard, but I don't know, that, if a digital video camera has S-video out or composite video out port, then you may be able to do Netmeeting video conferencing.
