help! what do i need?

have adobe premire 5 and just purcased a hi8mm sony camcorder... I want to shoot my home movies and edit them on my computer change background audio and rearrange footage and then export back out to a cammcorder tape... I am trying to figure what i need to do this ... What is the cheepest capture cards out there that will do this job? Should I use other software than premire? I have a 700mhz 200mb ram 15 gig pc.. thank you!
