Video Upscaling?

I really wanna know how can I upscale a video.
I'm using sony vegas and I couldn't find any way to upscale a video in it.
Does anyone know any other ways except Adobe premiere/after effects?

what is your end goal (resolution, viewing medium, etc.)?

I'm talking about some dvd rips.
I want to upscale them from 720x640 in 1280x720 or something near this.

Just let your player/hdtv do it. You don't gain any more details from upscaling. In fact, you waste more space to encode it (a higher bitrate is required for larger resolutions for the same quality). And you lose quality when you re-encode with a lossy format

i don't have hdtv.i do it just for youtube uploading.i mean I think it looks clearer this way

Is it legal in your country to upload dvd rips to youtube?

Anyway , the only decent free way that I know of is to use avisynth. You can use nnedi2 to upscale. If you don't know how to use it, start reading guides, there's a lot to learn. Please do a search, as the topic of upscaling has been addressed many many times before

Other straight resizers like lanczos , spline, bilinear, will leave jaggies and aliasing. This includes vegas, AE, premiere

Paid solutions include instant hd , video enhancer, various other plugins for AE. Actually I've tried most of them, and avisynth does a better job

It's not official dvd,so I think it's pretty legal. just some old vhs rips

Upscaling for upload to Youtube is a good thing to do, since Youtube messes up vertical resolution (or used to), effectively losing a significant amount.

For a free solution, yes. However it has a steep learning curve and requires some investment of your time. If you want a simpler solution, look at Video Enhancer, which is more reasonably priced than many other solutions, and more virtualdub-like in it's interface.
