I have a strange problem with a video, in the first 15 minutes the audio is 3 seconds faster than the video, after that the audio is faster by 10 seconds and so one, is there any tool to resync audio without reencoding the whole video (I’ve did it with tempgenc but the isn’t multiple resyncking for it).

Did you make this wmv? If so what was the source and how did you do it?
Have you tried other media players to rule out playback issue possiblities? e.g. KMplayer, SMplayer, VLC ?
What you describe is usually caused by different audio/video lengths. An offset would have a constant delay like 3sec throughout the entire video.
Do a test: use asfbin to extract the audio & the video separately and play each to determine if the running time is the same. Mediainfo can be inaccurate, and reports it as the same. If this is the case, you would have to shrink/expand either the audio or video to match durations
The 2nd possibility is you have a wrong fps. (e.g. it should have been playing back at 29,97 or some other frame rate), I can't think of any tools that change the fps without re-encoding in wmv type files. (You can in other containers like .avi)
The 3d possibility is that you have a VFR (variable frame rate) wmv. Not much you can do short of re-encoding and using avisynth to make it CFR, with directshowsource, and convertfps=true. And that won't necessarily work. -

Well I've separated the audio/video the result is strangebut as expected (it is a downloaded video) :
audio : 01:29:42:00
video : 01:29:43:00
How can I sync this stuff since the video misses some frames from time to time.
