What to upgrade from Adobe PE4 ?

I've been using PE4 over one year and plan to upgrade to other advance editing software that provides profesional(TV advertisement) look video when applying multi camera shooting.
What I need to do in advance video editing including :
1) pictures in picture (2- 4 small video playing on one screen);
2) able to insert animation on screen ;
3) works fine on PC ;
4) fancy picture

Any suggestion ?

Does it mean upgrading to Premiere CS4 will be more practical after playing around PE4 for 14 months ?
Or which one is less expensive for amateur ?

Try the demos. All will require a steep learning curve.
