SCC lines are Out Of Order

I'm trying to use SCC Tools and the CC Muxer to add captions to an MP4 file. Whenever I try, it informs that the lines are out of order somehow. Is there a way to fix this?

It has been a long time since I used SCC Tools, and I don't recall seeing that error message. Since it is seems like you might be using an MP4 file directly for input, I'm going to point out that CC_MUX requires an M2V file (an elementary MPEG-2 video stream) as input and outputs the same kind of file.
