I cut the beginning off an MPEG the other day (only a few seconds) with TMPGEnc (version 2.51) and noticed (as many have) a more than expected change in the file size.
I ran it through Bitrate viewer and things got really weird. The quantisation levels had INCREASED (by about 1, ie 9.4 became 10.4).
Now, I am pretty convinced that the amount of quantisation can only be effected by actually encoding (ie it is not part of the mutiplexing process) so any ideas what is going on???????????????????
