  1. I asked a question last night about mux rate and no one replied so I'll try a different question... I have an svcd that stutters on playback in dvd player but not on pc, so I think the bitrate may be too high (at least I know the "mux rate" is too high but I dont know how to successfully change that...

    so, what is the best way to re-encode at a lower bit rate without messing up the sound... I am baffled at this point

    try demuxing your file that skips into a mp2 and m2v stream,
    then re-encode the m2v stream with a lower bitrate then mux the new m2v file with the old mp2 audio.
    although, u should use the original video source that u made the first m2v out of, to avoid losing quality.
