That appears to be some sort of adapter, but hard to tell what it's for. Does your video card output those formats? Most times video cards output composite (RCA) through a S-video socket, not VGA.

I don't think you will find much in common with those two formats.
Are you trying to get S-video and composite video from a VGA output?
