Hi Guys,
Need your valuable suggestions. I have renctly moved from US to Germany and and my HDTV is compatible with NTSC standard. I wanted to buy a media PC, which has TV Card (PAL Tuner) , i would like to hook this my NTSC TV, Will the grafic card (HDMI output) will handle this, Getting a PAL signal and output to NTSC format?

Tell us the make and model of your HDTV. Some HDTVs sold in the USA actually can support PAL resolutions, but please note that Samsung HDTVs sold in the USA do NOT support any PAL resolutions.
Some European TV cards can actually do PAL and NTSC, but I'm not aware of any that can convert on the fly. So the real question would seem to be whether your HDTV can support PAL natively or not and we'll need the make and model to try to figure that one out. -
A quick couple of tests.
Locate a PAL DVD player and play a PAL DVD to the TV over the analog component connection. Try 576i and 576p. If the TV locks and displays color this is a good sign.
If you can find an upscaling PAL DVD player, try 1080i and 720p upscale first over analog component, then try over HDMI. Alternatively find another PAL HD source such as a Blu-Ray player or an HDMI out computer display card.Recommends: Kiva.org - Loans that change lives.

Whatever capture card you use, the graphics card in a PC has to convert the incoming video to the monitor's resolution and refresh rate. As long as you can use your HDTV as a monitor for your PC you will have no problems displaying video. In the worse case, the video may be a little jerky or you may see a little tearing (top part of the image from one frame, the bottom part from another frame) on the TV during panning shots.
For example, suppose you had an analog VGA monitor hooked up to your computer running at 1024x768 at 85 Hz. You add an NTSC video capture card to watch interlaced, NTSC, 720x480, 59.94 fields per second video. The graphics card will handle all the scan conversion necessary to display that video on the VGA monitor. The same thing will happen with an HDMI monitor. As long as your TV and and the graphics card can find an acceptable resolution and refresh rate for the two of them, you will have no problem with any video capture device.
