I've been trying to rip a Japanese Animation but somehow I can't get the Japanese language and the English Sub. The only thing that always shows up is the English language.
Would anybody please help me with this problem and please tell me also the appropriate software to use.

We need more information, what programs are you using, what settings are you using, etc. etc.
Note that odds are you won't be able to make a (x)SVCD w/ selectable subtitles. You can make a x(S)VCD w/ permanant subtitles thou. Take a look at the guides to the left under author or:

Another option is to use an 'all in one' program like DVD2SVCD (http://dvd2svcd.doom9.net) you'll need CCE to make it work (http://www.doom9.org). Doom9 has the demo verison of CCE 2.5 SP, the demo will place a water mark in the bottom right of your encode (but I've heard some people talk of a way to remove this)
Anyway here's an outline:
1) Rip DVD to HD (smartripper is a god choice)
2) Use DVD2AVI to generate D2V (video) and wav (audio) file. DVDs have multiple audiotracks, how do you know which you want to extract. If you ripped w/ smartripper it gernerates an info.txt file that tells you. Selecet the desired track in DVD2AVI
3) Apply VFAPI codec to the D2V file
4) Load the VFAPI-avi in Virtual Dub. Use the VOBSUB filter to extract/add your subtitles. Then start frameserving.
5) Frameserve to TMPGenc (or CCE or whatever) as video source and load the wav as audio source. Encode & burn.
