Depends on what you mean by properly. You can play 480P, 720P, and 1080P files on the monitor, it is simply displaying the video signal sent by the PC (in this case 1280 x 1028 {which is wrong...it is likely 1280x1024}). That doesn't make it right or wrong (or proper). A correct 720P resolution is 1280x720, in the case of your monitor, you should be getting black bars top and bottom of the image.

Again, it depends on how it will be used. And "HD quality" doesn't really mean anything. As I mentioned above, ANY monitor can playback HD files, including the monitor you are currently using.

For most users, HD specs such as 720P/1080i/1080P are irrelevant for PC use because you typically sit too close to a computer monitor to enjoy the benefits of the increased resolution.

For normal PC use, get an LCD which has a resolution large enough to give you the desktop size that you need/require. And note that LCD's should be used at their native resolution. In other words, buying a 20-22" LCD with a native resolution of 1680x1050 and running it at 1152x864 will result in quality loss.

Bottom line, any monitor will work just fine. Your main concern is resolution and how it will be used. Let us know exactly what you are trying to do.
