    You could do a crude version of this with avisynth and the stack commands (stack horizontal/vertical). Add a few fades and effects and it would look pretty good.

    To do the overlapping quadrants, I would use Vegas with Event Pan/Crop and Track Motion. It would take all of two minutes to put that together once the footage was shot. I suspect premiere can do it pretty easily as well, although I haven't used it in years so I can't give you details.

    It supports picture in picture and multiple video timelines, so it may well be possible. You may have to play around with it to find out exactly how.
