    What is your source ?
    What type of disc do you want to author (simple/complex/still/motion) ?
    How many audio tracks ?
    Subtitles ? If so, how many tracks ?
    For home use or pressing/mass replication ?
    Budget ?
    Experience ?
    What other products do you use for editing and still image manipulation ?

    There is no "best". There is what suits your needs. Until we know what they are, it is hard to recommend anything.

    I am using nero 8. I need menus and titles in DVD. But is it possible wthout re-coding. I have stand-alone DVD recorders. of Sony and Philips. I connect my camcorder to these recorders to make a master DVD. But these recorders do not have menus and titles option. So to make menus and titles i have to put the DVD in computer Hard disk. My stand alone recorder quality is excellent. But when i use nero 8 for menus and titles the audio and video is not sync and video quality gets a little low. Plz guide me which software to use for creating menus and titles and i make DVD of multiple file copied from my stand alone DVD recorders.

    Tmpgenc DVD Author is cheap and easy to use. Just import the video from your DVDs, add your menus and your are done. It is template driven, although these can be modified to a small degree.

    GUIForDVDAuthor is free and more powerful, you you have to do a little more work before you can use your video. All you need to do is demux and away you go. There are no templates - you do it all yourself.

    Thanks plz tell why nero 8 have audio video sync problem. it works fine if i add one file to my project but when i add the second file the problems starts. The second file always hav audio video sync problem. plz tell me do i have to chang some setting in nero or is it the hardware problem. I hav 3 GB ram. 160 GB HDD dual core 2.6 processor. SATA DVD writer and SATA HDD

    It's a software problem.
    Nero works (may work) with perfect source material under perfect conditions. In the real world, this is rarely (if ever) the case.
    To create a DVD, you first convert your source material into a DVD compliant format.
    Then you start your authoring app (guns1inger gave some excellent examples) and author it as Video DVD. Don't waste time on consumer toys like Nero.

    If you encode and author correctly with good tools then the audio and video will be in sync. It is only when you use poor quality tools like Nero that you get problems.

    Sync problems almost always arise from crap source material, like VBR audio AVIs. Using a dedicated encoder, such nastinesses can be spotted and corrected before you put the finished DVD into the player.
    It's impossible to say "if you do it this way, you'll get perfect sync" - every source file is unique, and may take a unique process to convert without problem.

    Is your "master DVD" a video DVD (i.e., MPEGs in VOB files), or AVI files, or what?
    If it's actually DVD video, and all you want to do is add a menu, try Titlewriter.

    If you want something more elaborate, use DVDShrink or Rejig, or many other tools, to extract elemental video and audio files and reauthor (without reencoding) using, e.g., GuiforDVDAuthor.

    Nero insists on reencoding video whether it need it or not, and often degrades it in the process.

    If your source is recordings from your standalone DVD recorder then you don't need to encode the video.

    Bring the disc to your PC, and copy the video_ts folder to your HDD. If you use Tmpgenc DVD Author then you can import the video (VOB files) directly into it, create menus, and write a new DVD structure to your HDD, ready for burning. Everything should be in sync unless you have problems with your original recordings.

    If you use GUIforDVDAuthor the you need to demux your video and audio first. You can do this with DVD Decrypter from the original recorded disc.

    Can try using TMPGEnc encoder. Encoder a 10min video clip and see if it's in sync. If you are unsure of the TMPGEnc setting, go grab a guide at the Guide section.

    GUIForDVDAuthor, like many proper authoring tools, works best with elementary streams (separate video and audio streams).
