I want to use Non-Drop Frame (30 fps) for my subtitles on DVD Lab Pro for Vista, but that option wouldn't appear, for it is replaced with "Correct if Subs Show Early" or "late". What should I do?

If you have subtitles, there are three formats DVD Lab will accept. If you have to type them in, I would strongly recommend to do them in ProX (plug in for DVD lab), they import directly into the lab.
The options in Lab are only to correct timing. If it is OK do not check any of those windows.
Your frame rate can be set in sub editors when you create subs.
