I had this issue as well.
I believe that this means the audio in the Divx or AVI is not a PCM wave of 44100 hz. (the audio is either MP2 or MP3)- If this is the case use Goldwave (search with google or something) to convert the Divx/AVI audio into WAV (select - file - open - pick your AVI-then it will "deflash to disk" then after its loaded select- effects - resample if the audio is not 44100 then resample to 44100 hz. - then save as) then merge WAV and Divx/AVI in TMPGEnc. by selecting the Video (your divx/avi) then your audio (wav) then output as whatever!
Hope this helps ( I wish someone would have told this to me)
OH YEA! This is the same way to convert .WMA files as well - But use Goldwave First to convert and if needed resample the Audio then open the WMA in TMPGEnc. then select your newly created WAV in the audio field and POOF!! You'll have a VCD compliant MPG!
(If you only want the video from a WMA just delete audio info from audio field and convert the video only or else TMPGEnc. WILL crash!)
I hope this helps.
RichSing while you may.........
