Change brightness, contrast, color, etc.

I used to have a demo copy of Ulead DVD Maker which would allow you to change some of these properties of the file and then output the changes for burning, viewing, etc. What I want to know is: is there a program, preferably free but not mandatory, that will allow me to edit the brightness, contrast and other video qualities? Thanks in advance. P.s. I am mostly working with Divx and Xvid files w/ some mpegs, also.

Avisynth is free, and powerful, BUT it also does require some time
and some effort to be learned.

No, it frameserves into your encoder of choice. You open the script as you would any "true" video.
