I don't know anything about this stuff, and truthfully most of these posts are too techy for me to understand. So I am unsure as to whether this has already been answer elsewhere.
I bought a region 2 dvd player in france and a plug converter (not a voltage converter) for here in the US. I plugged the dvd player in, connected it to my TV with a good connector, and the screen jumps like crazy. The sound is fine and it plays at the correct speed given what I can hear and kinda see, but the jumping is horrible. Do I need to convert the voltage too? or is there some switch to flip? or do you think perhaps the player got damaged in transit? I am trying to play a new region 2 dvd I also bought in France. Any advice would be great! Thanks!!

You may need to convert the voltage, but the main problem you have is that the player is outputting PAL video, and your TV can only handle NTSC video.
You have a couple of choices.
The best, but most expensive, choice is to get a better TV that handles multiple formats for input. This way you can watch PAL video in native PAL.
Second option, and the easiest and most reasonable for you, is to change the settings in the player so it always outputs NTSC. This may or may not be possible, depending on the player. Some will convert all signals, others will only convert non-PAL signals, so you may still find that PAL plays as PAL, in which case you are back to option 1.
Other options include, buying a player in the US that is multi-region and converts PAL discs to NTSC for viewing, or trying to find a standalone format converter that sits between the DVD player and the TV.Read my blog here.

The most cost efficient option is to buy a multi format/region player such as a Philips or Oppo.

Or mail your PAL DVD player back to France and visit Walmart for a $29-70 player. Some may even play PAL discs. Some may be region free.
Otherwise you need to get a PAL capable TV. Some "NTSC" HDTV sets respond to "PAL" over analog components. -
what is the model of this dvd player-as it is interesting it works on 110 volts(USA power), it may be that you can change the output of the dvd player to NTSC, tell us the model name and number.

Region 2 is PAL (25 frames/sec) NTSC is 29.97 fps. If the player outputs PAL to an NTSC tv, then yeah, the picture will jump.
The easiest fix is to get a multisync tv and buy a cheap ($20) US made dvd player for dvds you buy here. -

I found a way online to convert my Philips 622 DVD player into an all region player (cool!) and I looked up my TV model to see if it is PAL compatible (it is a Sharp Aquos Lc-22SV2U) and it is supposed to be. But the screen is still jumping. Hmm Cant figure it out any further. -
you need to change the output menu of the dvd player to ntsc.

thats difficult as you have to see the menu !,, look at the manual, it should show how.
