Hi guys i was just wondering is it possibly to Edit with VirtualDub without recompression i mean changing the original RES. and codec

If by edit you mean trim or remove parts then it is possible. In older versions you were restricted to cutting on key frames, which are every 300 frames by default for Divx/Xvid. In a 25 fps video this meant at least 12 seconds between edit points. The latest beta version has smart-encoding, which means you can now edit between key frames and Virtualdub will only re-encode from the last key frame to the cut point.
If you wish to crop or alter the resolution, apply filters, or change the codec then you must re-encode. This is not a virtualdub restriction, this is a digital video restriction.
If all you need to do is make a Xvid look like a Divx, or a Divx like an Xvid, look at one of the FourCC changers. It doesn't actually alter the video, but it can foll some players into playing it.Read my blog here.

if the file is an uncompressed AVI, you can resize by adding a filter, tho you will have to save the file again. All other changes to a file with a different codec like xvid or wmv or mpeg will require a reencode, though you can edit a divx file and save it using direct stream copy.

All you can do, without reencoding is making cuts at key frames.
All other edits require reencoding.
If what you're asking is "i mean changing the original RES. and codec without recompression", the answer is "No, not possible."

Doing the impossible requires magic of some kind.
To do the kind of edits you want, you have to reencode - then "anything" becomes possible.
Joining is possible, if all parts have exactly the same specs; resolution, audio/video codec, bitrates...

To change resolution: Video->Filters->Add->Resize->Filter mode:Lancoz3 (and set your desired new resolution).
Change codec: Video -> Full Processing mode. Video -> Compression-> Select video compression (let's say XviD), Configure.
How to configure the XviD codec is a book on its own.

Move the slider to the start of what you want to remove. Press the Mark in button.
Move slider to the end of what you want to remove. Press the Mark out button.
Press Delete key.
Save as... under the File menu. Select Direct stream copy under Video/Video mode:

You should get the latest version of VirtualDub, that is Ver. 1.7 or later. Then you can cut your avi-file at any point, without recompressing.
To give you an idea of the issues involved here, it is roughly like this: Every compressed Avi has only some pictures saved completely ("keyframes"), and for the pictures in between only the differences to the picture before are saved. So you can cut only at keyframes if you don't want to recalculate and recompress the whole film. NOw, VirtualDub 1.7 or later can do the following trick: It recalculates only the pictures between your cut and the next keyframe, and simply copies the rest. That is quite fast, and you can nevertheless cut at any point. This feature is called "SmartRendering". If you use it you have to select a compression algorithm (called "Codec") which virtualdub uses to recalculate these pictures. This should be the same which is used in the avi.
Maybe Cut Assistant can help you with this task. It is a frontend for Virtualdub (and asfbin and mp4box) which is specialised for cutting out pieces of avi, wmv and mp4 without recompression.
