I was wondering if it was possible to create menus and chapters for an XVCD. If this is possible, how do I do it?

Yes.
You do it the same way as you would normally do it for a VCD or SVCD. Check out the "How To Author" link to the left. Or, if you are interested in VCDImager:

The way I understood it was that you burned the bin file to the CD, which included the movie on it. If you do it this way, how would you make it a XVCD becuase using Nero 5.5 (I know that I should use I different program when burning bin files) I have to un-check create standard compliant CD. How do you do that in the other programs that are listed in the guides here? Or am I totally wrong?

you have to rip the mpg from the bin file then create the menus and add the mpg and burn

But if you create the menu and chapters in TSCV, you create all of the stuff first, and then it saves it as a bin file. It says you then burn it to a CD. At least that is the way I understood it. Or is it not even necessary to set what it is burning it as like you would just burning a strait up XVCD with Nero? Also, you said I should just choose VCD in TSCV even though the mpeg is XVCD, how would it work right then?
