The world is converging on resolution but frame rates remain different to accommodate history. You still need to play the old stuff.

DVD and SD digital broadcast resolutions remain different

PAL Areas - 704 or 720x576 interlace or progressive @ 25 or 50 frames per second.
NTSC Areas - 704 or 720x480 interlace or progressive @ 29.97 or 59.94 frames per second.

    For High Definition

PAL Areas - 1280x720 progressive or 1920x1080 interlace or progressive
    @ 25 or 50 frames per second.

NTSC Areas - 1280x720 progressive or 1920x1080 interlace or progressive
    @ 29.97 or 59.94 frames per second

As in the past 24 fps film is played at 25fps for PAL. In NTSC areas film source is played at 23.976 fps and either "telecined" to 29.97 fps or frame repeated 3 then 2 to 59.94 fps.

Conversion between frame rates is becoming an internal TV or DVD player issue. International conversion can be done in the TV set chips with the exception of region coding and DRM issues.
