    You can use Bitrate Viewer which you will find listed in the "Tools", "Other useful tools" section in this site.

    It will not only tell you if your MPG is NTSC or PAL, but will tell you the resolution, frames/sec, bitrate plus a whole host of other details you never knew you needed to know
