    I know its not a video related but which program is best to alter bitrates?

    Whats the best bitrate to use for ringtones for phones?

    2) Highest possible (as always) - if the phone has the storage space needed.

    whats the lowest bitrate i could use for a phone because they dont need it like a cd quality wise.

    smaller they are quicker i can send to a phone more i can fit.

    Why don't you try encoding the same ringtone to several different bitrates and decide for yourself just how low the quality can get before it is unacceptable? "Best" is a very subjective term.
