I followed the tutorial that says to download FolderISo and DVDDecrypter, but it does not work.

When the DVD is burned, and afterwards, it looks like this:

    audio_ts>

    video_ts> blahblahblah.vob

Are there other files that need to be put there?

What Baldrick said. You should have a VIDEO_TS and usually a AUDIO_TS, though the audio folder is not mandatory. Note that both folder titles are in capitals as required. For more info about the DVD format, look to the upper left on this page for 'WHAT IS' DVD and you will see what the contents of the VIDEO_TS folder should be.

It might also help to know which tutorial, and what files you do actually have.

Where do I get the IFo and BUP files?
I used SUPER by eRightSoft to convert the file from .flv to .vob, but there are no IFo or BUP files.
Super just creates vob files. You need to use a real dvd authoring tool. Add the vobs/mpgs in for example tmpgenc dvd author or a free tool like dvdauthorgui, guifordvdauthor and you will get all files you need.
