Hi Everyone, I bought a Dvico Dual TV card and have taped many TV shows.
The trouble is when a show is taped in 4:3 there are black bars in the top, bottom, left and right of the screen (i.e. a border). I have checked the Fustion Dvico website support and there is nothing to fix this.
When pressing the Zoom button on my DVD player, the picture goes to interlaced scan.

is there any such software to get rid of this border?
I'm sorry if I'm not explaining myself very well or this has been covered before. I'm fairly new to the whole Divx and encoding scene.

You can get rid of the border easily in virtualdub or avisynth, however you will then have to resize it up to full resolution, making it soft and ugly.

The issue you have is that the card is taking 4:3 input, and trying to display it inside a 16:9 frame in a letterboxed 4:3 format, hence the borders all around. There should be a setting that allows you to take a 4:3 input and display it fullscreen. If not, the card is useless for 4:3 material (and for 16:9 as it seems you can only record letterboxed, not true 16:9)
