If the mpeg is dvd compliant then you need a dvd authoring app such ass TMPGenc dvdauthor (not free) or guifordvdauthor (free alternative) ..

If your mpeg is not dvd compliant then you will need to re-encode it to make it compliant there are many tools to do this ... look in the tools section on this site

If the mpeg is dvd compliant , then ...

Batchdemux , to seperate the video and audio source . (dvdauthorgui's website)
Besweet to convert audio to ac3
    The gimp to create menu's
Dvdauthorgui to put it all together
Imgburn to put it onto dvd
Avs dvd player or koolplaya to play test before burn
Pgcedit , to correct navigational error's during the playback .

If mpeg is not compliant , then you would need to process it before hand .

Avisynth , simple script that contains clips name , and a bit more info (there's a couple lying about here in the forum)
Quenc , load the avs script , setup basic requirement's for output , and wait .

    -------------------

Then you have a decision .

Between dvdauthorgui or rejig (no menu)

Remember to playback on pc to check for any issue's , before burning ... and use pgcedit to correct nav error's .

I prefer bbmpeg as my encoder , as it allow's for changing many setting's before output ... but quenc is simple .

Go crazy and add subtitle's , use visualsubsync .

All you need to do is grab a few guide's , and ask for help in the event you get stuck at any point .
