Hello, I've looked all over these forums for the past week trying different methods of doing this but so far was not able to get a quality version of the .wmv file.

I will write out the way I tried going from a DVD to a WMV retaining the subtitles. And if anyone has a better method of doing it please let me know.
And just to mention I am not doing this illegally its for work.
    1. I first rip the VOB files from the DVD using DVDShrink.
    2. Then I use SubRip to rip the subtitles from the VOBs.
    3. Merge the VOBs using VOBMerge.
    4. Open the merged VOB using VirtualDubMod and add subtitles by clicking on Video-Filter and selecting the subtitle file.
    5. Wait about an hour and a half.
    6. Now I have an .AVI file with permanent subtitles. To get from AVI to WMV I just use Tmpgenc 4 xpress.
But already even in the AVI version the sound is waayy off.

So what I tried next was a very awkward method of basically using Tmpgenc to go straight from VOB to WMV and then save the .wav file from the WMV. Then go back to my original method and when converting from .AVI to .WMV just replace the sound source with this .WAV. Its converting right now and has like 7 hours left so only then will I know if it worked, however even if it did that is a really lengthy path of doing this.

I am sorry if this is hard to understand but this is as good as I can describe it.

If anybody knows of a better way could you please let me know?
For my output it must be a .WMV with subtitles and sound (in sync) and it must be under 2gigs.
    Thank you all in advance.

Do you need permanent subtitles? wmv and sub/idx or srt subs works fine with vsfilter and media player classic. Or maybe you are going to play the wmv on others than computer. I think you can do dvd to avi with permanent subtitles using dvdx and then convert the avi to wmv.
