I would like transfer some VHS video to VCD. What card should I purchase to do this (I had PCI and AGP port, running Win95 Pent II 233mhz).

This is a very subjective question, as you have not stated which of the many factors are more important to you.
(time, quality, money, love, etc.)
I suggest you read the HOW TO sections on the left, watch the boards (this question comes up, every say, oh, 12 hours) and then scratch your head like the rest of us.
If you do not want to do that, then by looking at your config (thank you for posting that) I would reccomend Dazzle DVC II.
