Video chopped in half

I am trying to convert a widescreen avi to mpeg2 using TMPGEnc. Every time I convert it, the screen has a line going through the middle and half is larger than the other, resulting in a horrible distorted picture. I have messed with the settings and I am about to give up. Any and all help is appreciated. I read the tutorial on here and still can't figure it out

What is the final destination of the file? ie. what will it be used for

If you intend to author onto dvd, you will want to use a standard dvd resolution. Other than that, you could try different software based on what you will be doing with the final product.
