Mixing PAL and NTSC

I want to put two movies on single DVD disc, but one of them is 720x576 PAL while other is 720x480 NTSC. I've try with TMPGEnc DVD Author but without succsess.Which program I can use.
Note that I already have these two movies on single DVD disc ( I don't know which program was used) but without menu. So, I want to create new DVD of these two movies but including menu.

You can join them with dvd shrink in the reauthoring mode. DVDShrink wont check for dvd-video compliance as mixing pal and ntsc on same disc is not dvd compliant but it will probably work fine on most players anyway.
