Can you watch AVI files being played in your computer on TV?
If yes, then you can connect the TV Out to your VCR and press the record button on your VCR to record.
You can use Windows Media Player to view MPEG-1 files. To view MPEG-2 files on WMP you may have to install the codecs. Sorry, I am not aware where they can be got.

I am sorry Krammie. I do not possess a TV Out card, but I feel you could go thru the docs that came with the card and figure out how you should get your output displayed on TV (There could be something like a hot key or key combination which may enable this-I am not sure). Once you achieve this you should be able to record to VCR too.

Have you tried connecting a lead from your soundcards output to the audio input on your VCR? eg. 3.5mm jack from PC to composite audio jack??? just a thought, not forgetting to use your tv-out to composite/svideo connection as well !!!
Sorted! Well and Truly!! -
You maybe have done all of this allready and think i'm very stupid telling you but here is how I do it, and I have the same card so it should work.
You have to change the output typ in the Properties->Settings->Advanced->Apperence to TV because this card can't handle both at the same time. Then be sure to select the right system(e.g PAL / NTSC) for the country your living in (check your TV's manual for supported systems if you think this could be the problem). Then change the 'videoformate' depending on what type of connection your using.
When your done with all this and hit OK your screen should turn black and the you should be able to see the image on the TV if you have the right channel turned on, it should be one of the AV's. But you probaly have the right one allready cause you can here the sound.
Please tell me if managed to fix the problem.
Good Luck
