    This sounds sort of like a Macrovision problem. Usually the Macrovision effect is not described as snow, but as color shifts and picture tearing. Some capture cards simply go black when they detect Macrovision. A home made tape does not have Macrovision protection, but sometimes devices falsely detect MV when it isn't actually there.

    A full fledged TBC (Time Base Corrector) like the TBC-1000 is probably a bit expensive, but a Sima-SCC-Video-Color-Corrector may help your problem. No guarantees.
