Whenever I convert my MPG's to DVD or what not, and burn them it always comes out that the video is too large for my tv by quite a bit. I always end up missing ALOT of the picture. When I watch the videos on my computer it is fine, I can see the full image. When I watch it on my TV however, I can only see part of the WB logo(so the bottom is cut apparently) and when I zoom out I always see that I am missing a large percentage of the video. Can someone help me with how I can resize the video(which program to use, etc) to fit my television screen?(I own a regular 27" TV) Thank you.

That sounds like a overscan problem. TVs have a portion of the screen that is hidden, usually about 5%, but some TVs have more. A computer monitor has none. You can re-encode the video with black bars around it to pad the frame out so all the picture is shown. Re-encoding will cause some quality loss.
If you look in our Subtitles forum, it's a very common problem. Subtitles that are low on the screen can disappear completely. You would probably see quite a few threads there concerning the problem.
I use TMPGEnc Plus encoder and it has a setting where you can clip the frame and add a mask to pad out the frame. This thread may give you some information:
