I have a back up dvd with a small amount of pixalization on it. Not a whole lot, but enough to be annoying. The original has bit the dust, unfortunately. Is there any way of fixing this ? I also have a Xvid back up that is compressed to 700MB, and it does not show any pixalizing.

No you probalbvy cannot fix it. If you want you can convert your 700mb file to dvd with ConvertXtoDvd which will give a quick DVD with a very simple menu.
Best yet would be to get a new DVD source.No DVD can withstand the power of DVDShrink along with AnyDVD! -
Is this pixalizing due to the encoding process or the burning process ?

similar to that which you might see via a heavy rain storm when viewing satellite tv. When the rain interrupts the signal reception. That's the only way I know to describe it.

That's corruption, and there is nothing you can do to easily fix it. If it were blocking artifacts from over compression you might be able to smooth it with filters, but what you are describing is what you get when you back up a scratched disc with a brute force copy program, and tell it to ignore read errors. DVD Fab Decrypter, DVD Decrypter and even ISOBuster will give you output like this is you let it copy scratched discs and keep the damaged parts.
