hawkeye 1.0.8 out - new features galore

Encode to PSP (2.8+), iPod, Cell Phone, SVCD, DVD ready from DVD/AVI/WMV/FLV +. Enhanced DVD navigation has been added as well.

Several bug fixes have been introduced, PAL 4:3/16:9 menus have been fixed as well as 16:9 NTSC menus.

this doesn't launch under 10.3 or 10.4...

10.3 and previous are completely unsupported, the app cant and wont work in that OS (i can't see a reason to stay in 10.3 anyways) However there is no reason it shouldn't launch in 10.4. Try opening the console (applications/utilities/console) and see if that reports anything when you try to open hawkeye. If the last version you ran is significantly older try deleting the Library.plist file (~/library/application support/hawkeye/library.plist.) and see if that helps anything.
