I was wondering something. I have 3 phil collins concerts on dvd. All 3 were shot in Europe, 1 in Germany 2 in France. Were these originally recorded in PAL and professionally converted to NTSC for US distribution?
Or were they shot originally in NTSC since PAL can play NTSC??

Well Film still has the frame rate issue though doesn't it?

Yes, but it is easier to deal with. Assuming it was shot on film at 24 fps, for PAL release it would be sped up to 25 fps, for NTSC slowed slightly to 23.976, then have 2:3 pulldown applied for video playback.
Chances are, however, that they were shot on PAL video unless recorded by a US company specifically for US release.Read my blog here.
