I currently have TMPEnc and it works perfectly fine when converting SOME videos, but there are many files that I have that TMPEnc just wont convert. It says that it is unsupported. After lookin ont he TMPEnc website, I did find that some AVI formats arent supported but I also have some files ending in .mpg that wont be supported. Is there another free converter that converts all videos to VCD format?

I'll almost guarantee that the problem with the AVIs is either you don't have the codecs required or you need to raise the priority of the DirectShow File Reader.
There's also an MPEG-2 file-reader available for download at the link above.If in doubt, Google it. -
Using TMPGenc I found a bug (at least for me) that it would tell me certain files were unsupported if I went through the front-end wizard . If I cancelled the wizard and input the files to the user interface directly it worked fine .
If you have the codecs for the avis to play , TMPGenc should convert them ok , if it isnt the problem above , then frameserve them from VirtualDub MPG or VirtualDub Mod , the same goes for the mpg (assuming you have the MPG2 add on mentioned above) . That also assumes you have an MPG2 codec installed . But u could try without the wizard if Jimmalenkos suggestions dont work . -

On the main window, with the preview pane, at the bottom input your video and audio input file and specify the output file. Over to the right-bottom, use the "Load" button to load the template you want (DVD-NTSC, VCD, etc) and you can use the "Settings" button to make changes (same as the "Other settings" button in the wizard). FWIW, Once I learned about AviSynth, I've had very few problems with TMPGEnc Plus.

By "manual" mode, we mean that when you start up the program, either the wizard pops up or you're in manual mode already. So if you don't get a wizard, you're in the right spot. If you do get the wizard, cancel it and you're in the right spot.
As for the file priorities, go to Option > Environmental Setting > VFAPI -plug-in and raise the priority of the DirectShow File Reader by right-clicking on it and going to Higher priority.If in doubt, Google it. -

We've got a problems
. I tryed burning the videos that I have since converted in TMPEnc, in Nero Express, and it doesnt recognize the video as the right format and it re-encodes it. Im going to go through the nero express settings (if i can find them) and see if I can get it to burn any file to VCD because TMPEnc has already encoded the video, they all end in .mpg
